Memphis and Shelby County Division of Planning and Development announces launch of Develop901.com

The Memphis and Shelby County Division of Planning and Development is pleased to announce the launch of Develop901.com, Memphis and Shelby County’s new online home for land use and construction permits and payments, inspection requests, contractor licensing, and development project tracking.


The centerpiece of Develop901.com is the new Accela Citizen Access (ACA) portal that allows customers to conduct all permitting activity online, rather than coming into the office. This includes permits issued by the division’s Construction Enforcement department for building, electrical, plumbing, and mechanical and gas projects in homes, businesses, and new construction. Through the online system, customers can register an account, submit applications and plans, pay for permits, schedule inspections, and find out a project’s status.


The Citizen Access portal also allows customers to submit applications for rezoning, planned developments, signs, and other land use permits electronically. In the coming months, the City and County will be adding Engineering permits to the system, such as driveway permits, sidewalk permits, street cut permits, and public improvement plans.


In addition to services to customers, the Citizen Access portal makes records available for the public to access, allowing anyone to review and search for information about development activity registered with the system. Citizens can find additional features at Develop901.com, such as searching the zoning atlas for zoning, land entitlements, and future land use or finding information on plans and programs of the division’s housing, sustainability and resilience, regional transportation planning, and comprehensive planning departments.


“The launch of Develop901.com and the associated permit system allows Memphis and Shelby County to deliver more efficient tools to customers and citizens,” said John Zeanah, Director of the Division of Planning and Development. “Our goal is to make working through the permitting process easier to understand and navigate for large and small developers, homeowners, and business owners.”


While Develop901.com and the Citizen Access portal offer more convenience to Planning and Development customers, many services are still offered in familiar ways. Paper permit applications and plans are still accepted in the office or by mail; construction inspections may be scheduled using the division’s interactive phone system; and customers may visit office locations Downtown (currently by appointment only) and on Mullins Station Road (currently limited to lobby service).


The Memphis and Shelby County Division of Planning and Development is a joint division of the City of Memphis and Shelby County Government. Its services include planning and programs, zoning, and construction permitting and inspections across Memphis and Shelby County.
