City of Memphis winter weather update (2-15)

9 p.m. update:

Closures:

Due to inclement weather, the City of Memphis will operate with only essential personnel coverage on Tuesday, February 16. As a result, the following services will be impacted: Memphis Parks, Memphis Animal Shelter, Libraries, Community Centers (excluding warming centers), Code Enforcement, Permits Office, City Treasury, 311 and 211 will be closed. Tax payments can be made online or by phone at 901-636-7200. Solid Waste services will be suspended for the day. The Division of Planning and Development will operate online only with no in-person appointments. We are continuing to monitor the weather and road conditions, and will update the public again should there be any changes or additional closures.

MATA will suspend service early this evening but will continue to support OEM to transport to warming centers.  MATA will resume limited service tomorrow morning. Check www.matatransit.com for the latest details. 

All public COVID-19 vaccination sites are closed tomorrow. Please look for updates from the Shelby County Health Department for when service will resume.

National Weather Services:

–Snow has slowed just a bit over the Mid-South, however snow is still expected to fall through later tonight

–The Winter Storm Warning will be valid until midnight tonight.  A Wind Chill Advisory is in effect through tomorrow. Memphis and Shelby County is under an Ice Storm Warning as some accumulations are possible overnight.

–Wind chill values will be below zero across many locations into Tuesday morning.  Max temperatures will stay below freezing through most of the week.  As a result, Snow, freezing rain and sleet accumulations will linger.

— Another round of significant winter weather will impact the Mid-South Wednesday into Thursday.

Public Works

Crews have been operating salt/sand trucks since early this morning and we will continue for at least the next 72 hours. The City is using all available resources to manage the severe winter storm including contracting for 6 additional snowplows for a total of 14 snowplow units.

Public Works Snow and Ice Operation incudes:

  • 6 Brine Units
  • 16 sand trucks
  • 14 snowplows

Warming Center:

The Office of Emergency Management is reporting the Hollywood Community Center and the Ruth Tate Senior Center have a total of (110) residents.

Memphis Police Department is now under the Inclement Weather Crash Policy  

•Drivers should exchange names, addresses, phone numbers, insurance information and tag numbers of the vehicles involved.

•Take photograph(s) of the damage and tag number of vehicles involved

•Both drivers should call the nearest Memphis Police Station or the Memphis Police Traffic Office to report the accident. This should be done within five (5) working days.

•An Officer or PST will complete a Crash Report or a “Non-Investigated Crash Report” (NIR).

MATA: Due to the inclement weather @RideMATA vehicles traveling on several routes are delayed.

Garbage, recycling and outside the cart collections:

Winter weather has impacted the ability of the Memphis Solid Waste Management Division and its contractor, Waste Pro, to safely deliver services. All solid waste collection services are suspended until conditions improve and can be delivered safely.

City of Memphis Solid Waste collections are suspended Tuesday, February 16th. The City will monitor conditions and determine when collection services will resume safety. We will communicate further when information is available. When services resume, customers are asked to take your carts to the curb on your regular day, and leave them until it’s collected.

Shelby Country Health Department:

The following COVID-19 vaccination sites will be closed tomorrow, February 16, 2021 due to inclement weather and the threat of hazardous driving conditions:

  • Pipkin Building – 940 Early Maxwell Road
  • Germantown Baptist Church – 9450 Poplar Avenue, Germantown
  • Southwest Tennessee Community College Whitehaven Center – 1234 Finley Road
  • CSFP Warehouse – 1020 South Bellevue
  • Appling Inspection Site – 2355 Appling City Cove

All appointments scheduled for Tuesday, February 16 will be rescheduled to a future date.

The Shelby County Health Department will make decisions regarding vaccine operations on a day-to-day basis during inclement weather. A decision regarding Wednesday will be announced tomorrow afternoon by 2:00 p.m. Updated information regarding closures will be posted on the www.shelby.community website.

Earlier update:

The National Weather Service has issued a Winter Storm Warning for much of Memphis and the Mid-South with predictions of 4-8 inches of snow and possibly more into the evening.

A wintry mix has been falling since 4 a.m. across Memphis and Shelby County. If you don’t have to be out, please stay home today. If you must drive in these conditions, maintain a safe speed and distance behind other vehicles. 

Public Works:  

The City’s Public Works crews deployed snow plows and de-icing trucks starting earlier this morning and will continue snow operations throughout the storm event. This is a continuous operation. Public Works crews are presently treating priority roads today and into Tuesday.

Public Works crews are currenting assisting TDOT’s snow and ice operations, that includes the following state roads that are located within the city: Union Avenue, Sam Cooper Boulevard, Poplar Avenue and Lamar Avenue. Crews will continue to be ready to respond to weather conditions and deploy snow and ice equipment accordingly.

As a reminder, our primary focus remains treating major streets with bridges/overpasses and inclines/declines. We’ll then treat the remaining major streets on an as-needed basis. Emergency service providers such as hospitals, police and fire precincts will also receive special considerations during inclement weather. Snow plows are only utilized when significant accumulation greater than 3” is forecasted.

MLGW:  Today, there are (3) MLGW outages remaining from Wednesday’s winter storm affecting (30) customers and 99.99 percent of customers are with power.  To report a power outage contact MLGW at 544-6500.

Solid Waste Management:

It’s Presidents’ Day. Solid waste collections will slide to the next day all week. For example, if your pickup day is Monday, your collection service will happen on Tuesday, January 16. Friday, February 19 customers will be collected Saturday, February 20. 

Libraries: City libraries are closed for Presidents’ Day.

Warming Centers:  

There are two Warming Center locations: Hollywood Community Center location at 1560 N. Hollywood and Ruth Tate Senior Center at 1620 Marjorie Street.

Memphis Animal Services:

Temperatures are dropping to dangerously low levels in the Memphis area! Here’s what you need to know:

1. If you have pets and they’re not already inside, bring them inside now!

2. To report owned dogs left outside in these frigid temps with no or inadequate shelter, or stray dogs that are exposed to the elements, call 545-COPS. We are working the high volume of calls as quickly as we can to help pets in need.
