In Spring 2019, Mayor Jim Strickland announced the Memphis Affordable Housing Trust Fund (MAHTF), along with the Community Catalyst Fund, as the City of Memphis first monetary efforts and initiatives in direct support of the Implementation Phase of Memphis 3.0 Comprehensive Plan. The City of Memphis Division of Housing and Community Development (HCD) will administer the MAHTF through grants in the initial year and a combination of grants and loans in subsequent years.
The MAHTF is capitalized with $7.5 million for FY2022. The minimum award is $100,000 to support the rehabilitation and new construction of multifamily housing units. The application process is open to Community Development Corporations (CDCs), Community Housing Development Organizations (CHDOs), non-profit housing developers, and for-profit developers applying jointly with a nonprofit entity interested in providing affordable and adequate housing.
The application period for MAHTF funds is currently open on a rolling basis.

The MAHTF is capitalized with 1 million for FY2023. The funds will be used to support the reparation of owner-occupied housing units and the rehabilitation of vacant single-family housing in an effort to advance Memphis’ mission of providing affordable housing for all.
The application process is open to Community Development Corporations (CDCs), Community Housing Development Organizations (CHDOs), non-profit housing developers, and for-profit developers applying jointly with a nonprofit entity interested in providing affordable and adequate housing.
